We can define as a civil airport anyone who carries out activities common to the transport of passengers and merchandise; likewise, to those who have mercantile activities or shopping centers, where articles related or not with aviation are sold; also those that are used only to refuel or make brief technical stops, not being necessary to have facilities to accommodate pilots or passengers, although a TP pad is recommended to go to the earth (if it is a skyport).

That said, we can define a mixed airport as any place where all share a part dedicated to civil transport and another to any other activity (military, rescue or racing), as long as they do not interfere with civil air traffic, nor with the movements of civilians within their facilities.
